The nature of a Fedari inspection
A Fedari inspection is an independent, visual and non-destructive assessment of conditions that are visible, reasonably apparent and safely accessible at the inspection date and time. It is a limited snapshot of the Property, not a guarantee that the Property is defect-free.
The exact scope is the scope confirmed in the accepted quotation. Property type, size, age, furnished status, access, utilities, external areas and any requested specialist item can change what is included and the time and fee required.
Standard residential scope
Subject to safe access, connected utilities, installed services and the accepted quotation, a standard residential snagging, handover, warranty/DLP or resale inspection may include visual and basic functional observations of:
- Internal walls, ceilings, floors, paint, plaster, joinery and general finishing;
- Tiles, grout, sealant and indicative hollow-sounding areas identified through non-destructive tile tapping where safe and appropriate;
- Doors, frames, handles, locks, windows, glazing, seals, cabinets and built-in joinery;
- Accessible sanitary ware, taps, visible pipework, drainage flow, water pressure and visible signs of moisture or leakage;
- Accessible switches, sockets, light fittings and distribution-board labels using basic non-invasive checks;
- Basic operation of accessible air-conditioning controls and observable cooling or airflow;
- Kitchens, bathrooms, bedrooms, living areas, corridors, storage areas and other internal rooms included in the Property;
- Balconies, terraces and external areas included in the Property where lawful and safe access is available;
- Moisture-meter indications, infrared temperature readings or thermal observations where these tools are included in the agreed scope;
- Installed appliances in a furnished-unit scope, using basic accessible controls where power, water, manufacturer instructions and safe conditions permit;
- Visible furniture condition where a furnished-unit scope has been agreed, without moving heavy furniture or personal possessions; and
- Other accessible components expressly listed in the accepted quotation or the checklist used for the Property.
Tool readings, photographs, moisture indications and thermal images are inspection aids. They do not replace diagnosis, testing or certification by an appropriately licensed engineer, laboratory, contractor or specialist.
Excluded unless expressly agreed
The standard Service does not include destructive or invasive testing, opening walls or ceilings, lifting finished floors, opening sealed panels, dismantling equipment or appliances, moving heavy or fixed items, or exposing concealed services.
Unless expressly stated in the accepted quotation and undertaken by a suitably qualified and, where required, licensed specialist, the Service does not include:
- A structural survey, structural-adequacy opinion, engineering design review or load-capacity assessment;
- A municipality, Civil Defence, fire-and-life-safety, RERA, developer, statutory, code or regulatory compliance certificate;
- Verification against approved drawings, specifications, as-built documents, warranties, manuals, title documents or authority approvals;
- Electrical insulation-resistance testing, earth-continuity testing, circuit-load testing, concealed-wiring testing or full distribution-board certification;
- Pipe pressure testing, drainage CCTV, water-quality testing, waterproofing testing or concealed leak detection behind finishes;
- HVAC refrigerant testing, duct-leakage testing, air balancing, indoor-air-quality testing or mechanical-engineering certification;
- Gas-system testing or certification;
- Asbestos, mould-species, hazardous-material, contamination, pest, termite, acoustic, environmental or laboratory testing;
- Property valuation, repair-cost estimation, title review, ownership review, boundary or area verification, service-charge review, rental-yield analysis, investment advice, legal advice or insurance advice;
- Common areas, façades, roofs, pools, lifts, solar systems, landscaping, irrigation, specialist plant or other systems unless specifically included;
- Moving furniture, personal possessions, stored goods or construction materials;
- Verification that a developer or contractor has complied with every contractual, DLP, warranty or regulatory obligation;
- Prediction of future performance, remaining service life, future failure, repair success or developer acceptance; or
- Any item that cannot be inspected without unreasonable risk of injury, unlawful entry or property damage.
Access and operating conditions
The client must arrange appointments, permissions, keys, entry permits, NOCs and any developer-app authorisation required for Fedari to enter the Property. The client must also ensure, so far as reasonably possible, that:
- The Property is safe and reasonably accessible;
- Electricity, water and other relevant utilities are lawfully connected and operating;
- Systems and appliances to be checked have been installed and commissioned;
- Required controls, keys and remotes are available;
- Construction materials, stored items and personal belongings do not obstruct access; and
- Known hazards, occupants, pets, surveillance, fragile items and access restrictions are disclosed in advance.
Fedari will not climb unsafe ladders, enter unsafe confined spaces, access unguarded roofs or edges, force locks or seals, operate equipment that appears unsafe, or disturb suspected hazardous materials.
Where an area, component or system cannot be inspected, the Report will record the limitation where reasonably possible. An unmentioned or uninspected item must not be treated as defect-free.
What the Report means
The Report records selected observations within the agreed scope. Labels such as Critical, Major, Minor or Advisory are practical prioritisation tools; they are not statutory classifications, legal conclusions or engineering certifications.
Recommended actions identify a practical next step. The developer, contractor or licensed specialist remains responsible for selecting and carrying out a safe and compliant repair. Fedari does not promise that a developer, seller or contractor will accept or rectify a reported item.
Conditions can change after the inspection. Some defects are concealed, intermittent, seasonal, technically complex or apparent only after occupancy or specialist testing. No visual, non-destructive inspection can identify every defect.
Furnished properties, appliances and personal belongings
Appliances and furniture are included only where the accepted quotation expressly confirms a furnished-unit scope. Appliance checks are limited to basic accessible operation and do not replace manufacturer servicing or specialist diagnosis. Fedari does not move heavy furniture or personal possessions.
Clients and occupants should remove or cover passports, identity documents, banking information, medical information, family photographs and other sensitive personal materials before the inspection because Property-condition photographs form part of the Service.
Villas, roofs, pools and external areas
Villa and townhouse scope depends on the accepted quotation. Roofs, external walls, gardens, boundary walls, gates, pools, plant rooms, irrigation, outbuildings and large plots may require additional time, access measures or specialist inspection. An item is included only where it is expressly within scope and safely accessible.
Visible pool plant may be observed where included, but water-quality, pressure, leak, electrical-safety and specialist pool certification are excluded unless expressly agreed with an appropriately qualified provider.
Reinspection / de-snagging
A reinspection is a separate Service. It is a visual review of the apparent status of previously reported items at the later visit. It is not a certification that concealed work was correctly completed, that every original defect was rectified, or that no new defect exists. New or expanded inspection scope must be separately agreed.
When specialist advice is required
If an observed condition suggests a possible structural, electrical, fire, gas, mechanical, water-ingress, health or safety concern, Fedari may recommend urgent review by an appropriately licensed specialist. That recommendation is not itself a diagnosis.
